• All non-MOIT Ministries and public institutions at central and provincial levels (including subsidiary institutions, academic and research institutions, and social/professional organisations)
• MOIT’s public service units, such as universities and research institutes

Important note: The private sector is NOT eligible, and applicants must be Vietnamese entities.

What support will selected proposals receive?

Each selected TA may receive:

• Up to 125 chargeable working days of expertise, plus
• Incidental costs up to EUR 30,000,
• With a maximum implementation duration of 12 months.

Note: Incidental costs (e.g., travel, workshops, seminars) will be directly handled and paid for by the EVSET Facility, in line with UN–EU cost norms applicable for Viet Nam.

Tại Hội thảo, các chuyên gia đến từ DNV – tập đoàn Na Uy hàng đầu thế giới về quản lý rủi ro và bảo đảm chất lượng đã trình bày nhiều nội dung chuyên sâu xoay quanh các công nghệ năng lượng sạch như điện gió ngoài khơi, hydrogen xanh, thu giữ và lưu trữ carbon, cũng như các giải pháp số hóa trong quản lý rủi ro và tối ưu vận hành. Những phân tích kỹ thuật và chiến lược này nhằm hỗ trợ Việt Nam hiện thực hóa cam kết đạt phát thải ròng bằng 0 vào năm 2050.

Ông Brice Le Gallo, Phó Chủ tịch DNV khu vực châu Á – Thái Bình Dương, chia sẻ: “Các tham vọng đáng khen ngợi về năng lượng tái tạo của Việt Nam đang định hình tương lai đất nước như một trung tâm năng lượng xanh ở khu vực. Về phía Việt Nam, ông Trần Hoài Trang, Phó Cục trưởng Cục Điện lực, cho biết Việt Nam đang bước vào giai đoạn bản lề của quá trình chuyển dịch năng lượng. Dù phải đối mặt với thách thức về an ninh năng lượng, thiếu hụt nguồn cung nội địa và áp lực gia tăng nhập khẩu, đây cũng là cơ hội quan trọng để xây dựng nền tảng vững chắc cho tăng trưởng xanh và bền vững.

Hội thảo không chỉ là diễn đàn chia sẻ tri thức mà còn là bước đi chiến lược trong việc kết nối các bên liên quan nhằm tạo dựng các quan hệ đối tác thực chất, từ đó góp phần thúc đẩy quá trình chuyển dịch năng lượng của Việt Nam nhanh hơn, sâu rộng hơn và hiệu quả hơn trong thời gian tới.

Under the supervision of the VEPG Secretariat and the SETP Communications and Visibility Officer, the selected service provider will be responsible for developing and implementing a comprehensive communications plan for the 2025 VEPG High-Level Meeting, including the production of all related communication materials.

Expected deliverables:

• Key visual design for the event
• Production of high-quality videos
• Media outreach and engagement

Eligibility criteria:

• A minimum of five (5) years of experience in graphic design, communications material development, and public relations for events involving government agencies and international partners
• A proven portfolio showcasing similar work
• Experience in delivering communications products for events in the energy sector is highly preferred

The Technical Assistance (TA) to Non-MOIT Entities will contribute to the objectives of the SETP to accelerate the sustainable energy transition in Vietnam. Its goals are to (i) improve energy efficiency, (ii) increase the share of renewable energy in the energy mix, and (iii) improve the performance of the Viet Nam Energy Information System (VEIS).

The CfTA2 focuses on Energy Efficiency. The Facility will provide up to 100 (indicative) chargeable working days of Expertise and up to EUR 30,000 (indicative) incidental cost per each eligible TA.

On 10th December 2024, the Southeast Asia Energy Transition Partnership (ETP) of the United Nations Office for Project Services (UNOPS) in collaboration with Department of Industrial and Service Economy (DISE), Ministry of Planning and Investment (MPI) organized the Inception Workshop: Dedicated policy framework for investment and development of sustainable energy infrastructure. This technical assistance is a key component of ETP/UNOPS’s broader program on Strengthening Investment Environment and Resource Mobilization for Energy Transition, designed to support the DISE/MPI.
The primary objective of this technical assistance was to deliver targeted, evidence-based recommendations for developing dedicated mechanisms to enhance and unlock opportunities for sustainable energy infrastructure investments. The approach included assessing the potential impacts of the proposed mechanisms while considering critical factors such as effectiveness, economic viability, stakeholder interests, and alignment with Vietnam’s unique context. Ultimately, the aim was to foster a favorable environment to promote investments in energy transition projects and accelerate the adoption of renewable energy within Vietnam’s power sector.
The Inception Workshop introduced the project, outlined its objectives, and initiated discussions on the investment landscape for sustainable energy infrastructure both globally and in Vietnam. Furthermore, the workshop provided an opportunity for the consultancy team to present their approach to the TA and to gather feedback and insights from key stakeholders.
