Hanoi, 06 January 2026 – The EU–Viet Nam Sustainable Energy Transition Facility (EVSET Facility) has launched the Third Call for Technical Assistance (TA) to support Viet Nam’s sustainable energy transition. This Call is part of the EU-funded EU–Viet Nam Sustainable Energy Transition Programme (SETP) and is only applicable to entities beyond the Ministry of Industry and Trade (MOIT).
Selected TA packages will contribute to SETP’s objectives to:
- Improve energy efficiency,
- Increase the share of renewable energy in the energy mix, and
- Enhance performance of the Viet Nam Energy Information System (VEIS).
Who is eligible to apply?
Eligible applicants include:
- All non-MOIT Ministries and public institutions at central and provincial levels (including subsidiary institutions, academic and research institutions, and social/professional organisations)
- MOIT’s public service units, such as universities and research institutes
Important note: The private sector is NOT eligible, and applicants must be Vietnamese entities.
TA priority areas
Technical Assistance proposals must fall under one of the following three areas:
- Energy Efficiency
- Renewable Energy
- Viet Nam Energy Information System (VEIS)
What support will selected proposals receive?
Each selected TA may receive:
- Up to 125 chargeable working days of expertise, plus
- Incidental costs up to EUR 30,000,
- With a maximum implementation duration of 12 months.
Note: Incidental costs (e.g., travel, workshops, seminars) will be directly handled and paid for by the EVSET Facility, in line with UN–EU cost norms applicable for Viet Nam.

About SETP
The EU and the Government of Viet Nam adopted SETP on 31 December 2021 to support Viet Nam’s clean energy transition and net-zero target by 2050. SETP is funded by an EU grant of EUR 142 million, implemented during 2022–2027.
About EVSET Facility
As one of the four complementary measures of SETP, EVSET Facility provides additional technical support to SETP and the EU’s broader support to Viet Nam’s energy sector. The Facility is implemented by a Stantec-led Consortium including CEERD, DEM and SNV.
